I am quoting Alexander the Great who said, he who causes another to become powerful ruins himself because when one makes another powerful then that other person can become a threat to oneself. So, when you make an enemy powerful, that enemy will turn on you and try to destroy your power. In this quote Alexander the Great is saying that you should not cause someone else to be powerful because in doing so you ruin yourself.
